ANGLO-AUSTRALIAN OBSERVATORY

OPERATIONS MANAGER

SIDING SPRING, COONABARABRAN NSW

Salary range $103,744 to $112,400 per annum

(plus superannuation of approximately 15.4%, annual leave bonus and co. maintained vehicle)

 

Applications are invited for the position of Operations Manager at the AAO Siding Spring to replace the incumbent on his retirement.

The Anglo-Australian Observatory (AAO) is one of the world's leading astronomical facilities. The AAO operates two major optical telescopes on Siding Spring mountain: the 3.9m Anglo-Australian Telescope (AAT) and the 1.2m United Kingdom Schmidt Telescope (UKST). It also has a laboratory in the Sydney suburb of Eastwood. The position is based at Siding Spring Mountain near Coonabarabran - located 480 km north west of Sydney. It is a progressive town with a modern high school, hospital and medical centre.

The successful applicant will have a track record of successfully managing a team of 20 technically qualified people and operational budgets (approx. $3m); scientific or technical qualifications or experience; excellent interpersonal and communications skills; and a commitment to equal employment opportunity, and occupational health and safety.

Duty Statement

 

 

Operations Manager

Overall responsibility

·        Providing leadership at the AAO’s Siding Spring Site

·        Management of resources

·        Telescope operations

 

Operations

·        Develop and deliver the AAO’s telescope operations program

·        Manage the technical operations of the telescopes.

·        Oversee maintenance, fault finding and repairs of the telescopes and dome drives, ancillary equipment and buildings, ensuring that they all achieve satisfactory performance.

·        Suggest and design improvements to telescopes, instrumentation and ancillary equipment

 

Strategic Planning

·        Involvement, with the rest of the executive, in corporate and strategic planning for the AAO as a whole and in particular, the Siding Spring presence..

·        Implementing of quality control standards

 

People management and work planning

·        Develop each year a group work plan, involving all telescope operations staff, that has work group objectives, performance indicators and milestones. 

·        Ensure that each member of the work group has an agreed set of objectives for the planning period; that progress is reviewed at least quarterly and objectives amended as necessary; and that all staff have regular feedback on performance.

·        Provide a safe and productive work environment that is free from harassment and discrimination, taking care that decisions taken are free from bias/stereo-typing. 

·        Ensure that all staff members have appropriate access to training and career development opportunities.

·        Participation the AAO's marketing activities, ensuring that appropriate staff members have the information and opportunity to promote the AAO's instrumentation capability and identify business opportunities.

 

Occupational Health and Safety

Ensure that, as far as reasonably practicable:   

·        All work places, working environments and systems of work within the work group are safe and without risk. 

·        Members of the work group are provided with information, instruction, training and supervision to the extent necessary to enable them to perform their work safely. 

·        All “near misses”, incidents and accidents involving people or equipment in the work group are promptly notified, investigated and where necessary rectified.

 

Financial Management

·        Prepare and monitor the operations budget, ensuring that adequate provision is made for the delivery of the operations program, and that the budget is delivered within + or - 2% of allocation.

·        Development and review of Siding Spring site agreements and budgets

 

Risk Management

·        Prepare, review and update annually a risk register for the work group

·        Continuously review risks and controls with a view to ensuring that risks are effectively mitigated

·        Responsibility for risk identification and accountability for those that have not been adequately identified or assessed

·        Membership of the Safety Committee

SELECTION CRITERIA

Applicants must specifically address the selection criteria in their applications.

Essential

·        Providing effective management and leadership for all site personnel and ensuring the highest standards are maintained in OH&S, quality control, planning and administration.

·        Scientific or technical qualifications with related experience.

·        Experience in managing significant budgets and in sound financial management practices.

·        Proven record of improving operating/business systems and processes.

·        Assisting in strategic and operational planning.

·        Good interpersonal and organisational skills and the ability to communicate at all levels.

·        Commitment to equal employment opportunity, occupational health and safety and industrial democracy.

Desirable

·        Experience in astronomy with astronomical instrumentation or in an observatory.
