  Instrumentation Group Manager

The Anglo-Australian Observatory (AAO) seeks a qualified manager to manage the daily resources and activities of its Instrumentation Group. As one of the world’s leading astronomical organizations, the AAO has an international reputation for the successful development of astronomical instruments both for its own telescopes and for other international observatories. It operates major optical telescopes on Siding Spring Mountain near Coonabarabran in north-western NSW and has organizational headquarters and instrumentation facilities at Eastwood (a suburb of Sydney).

A Group Manager is sought to join the existing team of project managers and engineers in the management and development of a range of instrumentation projects. Under the direction of the Head of Instrumentation, this manager will be responsible for the daily management of the Instrumentation Group’s staffing, technical and facilities resources to meet its work program; and for the development and oversight of the project management policies and procedures.

Current projects include a new high-resolution multi-object spectrograph for the AAT, a concept design study for instrumentation for an extremely large telescope, and several other small design studies and construction projects for new instruments and upgrades. 

The successful candidate will hold an appropriate degree or have equivalent work experience in astronomy, management, engineering, or a related discipline, and will have extensive experience in project and resource management.  Familiarity and background in astronomical instrumentation will be greatly desired.  The ideal candidate will be highly motivated and able to work independently. 

The appointment will initially be for a period of up to 3 years upon successful completion of a 9-month probationary period.  Subject to funding and employee performance, employment may be renewed for a longer term. Employment will be based at Eastwood; some travel to Coonabarabran and overseas may be required

Job Description

Overall Responsibility

 

Under the direction of the Head of Instrumentation, responsible for the management of the Instrumentation Group’s technical resources and facilities to meet the forward work program and for the development and oversight of the AAO’s project management policy and procedures. 

 

Resource Management
  • Manage the total Instrumentation Group resource pool ensuring that capacity, skill/competency and flexibility are appropriate to meet the base level demands of the forward work program.
  • Review and analyse the Instrumentation Group’s forward work program to establish the resource demands in terms of skill/competency and timing.
  • Review and analyse the Instrumentation Group’s expended effort to ensure that the effort expended is in line with what was required.
  • Advise the Head of Instrumentation on resource impacts of planned changes to the forward work program.
  • Oversee the development of project schedules to ensure that project schedules properly reflect the resource demands needed to meet the agreed forward work program milestones and/or contract deliverables.
  • Engage with Project Managers and Technical Group Leaders to ensure that skills / competency, facilities and capacity are maintained to meet current and forecast needs.
  • Engage with Project Managers and Technical Staff to ensure that the project work is adequately defined and understood by those expected to perform the work.
  • Manage the Instrumentation Groups internal facilities and external sub contracting capability to ensure that competency and capacity is maintained and are available to supplement the forward work program.
  • Oversee the Quality Control Procedures of the group to ensure that the deliverables are of the acceptable quality required.
  • Generate and maintain contract Terms and Conditions for the AAO and Contract templates that can be detailed to facilitate the contracting out of work.
Work Practices -

Policy & Procedures

  • Lead regular reviews of work practices and the procedures followed by the Resources Team and the Project Managers to ensure effectiveness and compliance.
  • Initiate review and revision of work practices with approval by the HoI that are agreed within the Group as not being efficient or effective and seek/initiate cost effective improvements.
  • Maintain a register of all Policy and Procedure documents on the Group’s Documentation Management system.
  • Conduct periodic audits of compliance with the issued Policy and Procedure Documents and publish the outcomes at the Group Management meetings.
Financial Management
  • Prepare and monitor group resource centre budgets, ensuring that adequate provision is made for the delivery of service to meet both project and non project demands.
  • Assist PMs in the preparation of project budgets ensuring that adequate provision is made for the delivery of the project.
  • Ensure that the finance and reporting systems are populated with the correct data so that proper monitoring is achieved.
  • Conduct regular reviews of financial performance against allocated budgets, publish variances and initiate corrective action as appropriate and agreed with HoI.
Technical Services
  • Ensure that Systems Engineering, Project Engineering and other technical services and facilities within the group remain effective and relevant.
Marketing and Strategic Planning
  • Participate in the development and implementation of the AAO’s instrumentation business plan as required.
  • Assist in the AAO's marketing activities by developing links with other professionals in the astronomical instrumentation community and raising the AAO's profile as required.
  • Participate with HoI and the executive, in corporate and strategic planning for the AAO as a whole as required.
People Management
  • Provide cohesion to project teams whose individual members report to different Technical Group Leaders.
  • Provide support to Project Managers in terms of establishing cohesive and effective project teams.
  • Advise the HoI on strategic training and development requirements for technical staff.
  • Provide a safe and productive work environment that is free from harassment and discrimination, taking care that decisions taken are free from bias/stereo-typing.
Project Delivery
  • Oversee the Initialisation of designated projects.
  • Audit project Risk assessment procedures to establish compliance and relevance to AAO resources and facilities.
  • Oversee the development of project plans, costing, and reporting.
  • Discuss project progress with PMs as required and assist determination of remedial actions where these require adjustment or reallocation of resources
Occupational Health & Safety

Ensure that, as far as reasonably practicable:   
  • All work places, working environments and systems of work within the Instrumentation Group are safe and without risk.
  • Members of the project team are provided with information, instruction, training and supervision to the extent necessary to enable them to perform their work safely.
  • Ensure that operational occupational health and safety considerations are taken into account in the design of instruments.
  • All “near misses”, incidents and accidents involving people or equipment in the work group are promptly notified, investigated and where necessary rectified.
Risk Management
  • Prepare, review and update annually a risk register for the work group
  • Continuously review risks and controls with a view to ensuring that risks are effectively mitigated
  • Take responsibility for risk identification and be accountable for those that have not been adequately identified or assessed

Essential

 

The successful candidate must have –

 


  • A degree in management, engineering, astronomy, or related field or equivalent work experience
  • Proven track record, or be able to demonstrate potential for successful project or group management in a scientific, engineering or similar environment.
  • Excellent interpersonal and communication skills with the ability to influence and lead technical staff and project managers.
  • Demonstrated experience in work planning, scheduling and progress assessment.
  • Able to develop and maintain sound budget management at both the project and work package level.
  • Ability and good track record for effective reporting to upper management and customers regarding project status and in satisfaction of formal reporting requirements.
  • Experience in the use of Project Management software tools such as MS Project 2002/2003.
  • Understanding of and commitment to equal employment opportunity and occupational health and safety.
  • Demonstrated ability to work in a team environment.


 

Desirable

 

It is desired that the successful candidate have or be willing to develop the following–

  • Experience with other Microsoft document packages such as MS Office.
  • Experienced with the principles and application of the System Engineering process in project management.
  • Experience with the use of Earned Value Management.
  • Experience in planning and estimating for design and development work.  Familiarity with production planning, material purchasing, and with subsystem and final assembly and test processes.  This requires experience with coordination of personnel, materials, and facilities.
  • Able to identify risks, produce and maintain a risk management system.
  • Able to be flexible and adaptive.
  • Experience in the design and development of astronomical instruments
  • Demonstrated ability to work independently
  • Demonstrated ability to provide direction to others
  • Track record in successful quality management.
